The People´s Deputies declared that
the bill "On Landscapes" (Reg. No. 5198) complied with the European Union
legislation. The bill determines the principles of landscape protection,
planning, organization, monitoring, control and registration on the state,
regional and local levels with account for diversity of their natural,
cultural, historical and aesthetic value, and economic development.
The bill complies with the European Union legislation, as the terms "state landscape policy", "landscape", "landscape management", "landscape protection", "landscape regulation" meet the provisions of clause 1 of Part І of the European Landscape Convention. Clauses 19 and 21 of the bill comply with the Directive of the Council 92/43/EEU on preserving habitats, and also wild fauna and flora.
The Committee members declared that the bill on amendments to the Criminal and Criminal Procedural Codes of Ukraine regarding violation of dog walking (Reg. No.5126) also complied with the European Union legislation. The bill supplements the Criminal Code with clause 2641 that establishes criminal responsibility for the violation of dog (and other pets) upkeep rules that caused casualties.
The bill complies with the European Union legislation, as under clauses 30 and 31 of the Treaty of the European Union the EU competence in the field of police and court cooperation extends onto a full liberty of sanctions for crimes and infringements related to the violations of dogs (and other pets) upkeep rules.
